Protector of Emigrants (POE) — Complete Guide for Pakistan 2026
Every Pakistani worker going abroad for employment through a legal channel must get a Protector of Emigrants stamp on their passport. It is issued by the Bureau of Emigration & Overseas Employment (BEOE) and is your proof of legal, government-protected emigration.
What Is the Protector of Emigrants?
The "Protector" is an official clearance under the Emigration Ordinance 1979 that:
- Confirms your foreign job and employer are genuine
- Registers you with the Government of Pakistan
- Makes you eligible for State Life insurance and Overseas Pakistanis Foundation (OPF) welfare
- Protects you legally if a dispute arises abroad
Who Needs Protector Clearance?

Step-by-Step Protector Process (2026)
Step 1: Register on the BEOE Online System
- Portal: beoe.gov.pk
- Create a worker profile with your CNIC and passport details
Step 2: Submit the Foreign Service Agreement
- Attested demand letter / employment contract from the foreign employer
- Job title, salary and duration must be clearly stated
Step 3: Pay Government Fees & Welfare Contribution
- State Life Insurance premium
- OPF welfare fund registration
- Protector fee
Step 4: Biometric & Verification
- Visit the Protectorate office (or use e-Protector where available)
- Complete fingerprint / biometric verification
Step 5: Protector Stamp Issued
- The Protector sticker is placed on your passport
- Processing: usually 1–3 working days
